Louis is a Rwandan young Lawyer, having joined the Rwanda Bar Association in 2011. He works at Kigali Attorneys Chamber as a senior partner. Before joining private practice, from 2011 to 2016, he served as Public Prosecutor at the Rwanda National Public Prosecution Authority where he has been involved in many cases related to the prosecution of economic crimes, and others criminal cases before domestic courts in Rwanda. Since 2016, Louis is an East African member of Media Defence’s Digital Rights Advocates network. He is also a regular contributor to Global Voices where he has published different articles on issues related to freedom of expression online, the massive use of surveillance technologies and their impacts on data privacy in Rwanda. He holds an LLM in Trade Law and Regional Integration from the University of Dar Es Salaam, in Tanzania and a Postgraduate Diploma in Constitutional Law from Central European University, (CEU- Budapest) He has a particular interest in Human and Constitutional Rights with a special focus on Freedom of expression and Digital rights in East Africa, Tech & ICT law, and Fintech
